试论国有资产出资人制度

建立国有资产出资人制度是深化国企改革、建立和完善企业法人治理结构的关键，而国有资产出资人制度的建立至少需要三个条件：转变政府职能，实现国有出资人市场化；实行授权经营，建立国有出资人体外监督机制；被授权的国有出资人实行无限责任制，建立高收益与高风险相对等的动力机制。

This paper goes further and points out three major factors , which are critical in the establishment, first, the transformation of government functions to ensure the realization of the marketing of state assets provider; second , the application of authorized management to establish outer monitoring mechanism ; third, the employment of unlimited against state asset provider to establish a mechanism of highrisk and high income.
