摘    要:教育公平概念的提出及衡量教育公平的标准有三层含义:即起点上的、过程上的及结果上的均等。针对当今中国教育发展过程中地区之间、城乡之间教育不公平的种种表现,提出不同区域应采用不同的衡量标准,选择相应对策来促进不同地区教育的共同发展。

Abstract:The producing of equity concept and the weghing of the norm of education equity boast meanings of three leels:equity in the starting point,equity in the process and equity in the result.Different measuring standards should be applied to different regions due to the unfair phenomenan lying between regions,urban and rural areas during China's educational developing progress.Corresponding countermeasures thereoof should be applied to promote a joint growth of education in different regious in China.
