浅谈中国留学人才回流热潮

鉴于留学回国人员在科技发展和国民经济建设中具有不可替代的特殊作用,本文通过对我国建国前后和改革开放以来两个时期留学人员回流热潮的回顾以及如何建立和完善真正适合留学回国人才发挥作用的体制和机制,阐明了留学人员回流与国家的留学生政策以及用人单位的政策和条件都是有密切的关系,为今后留学人员的引进和使用政策的制定提供决策参考。

On the Great Return Wave of the Overseas Chinese Studying Abroad

Since the returned Overseas Chinese talents have played a very important and unique role in the development of both science and technology and national economy, this paper discusses the close interaction between the return of the Overseas Chinese students and the relevant policies stipulated either by the state or by the employers, and thus provide some reference and advice for China's policies for future introduction and employment of the Overseas Chinese talents.
