斯大林时期是苏维埃发展史上的一个重要阶段.在这一时期,苏联制定了新宪法,统一了立法权,确立了最高苏维埃体制,从而消除了苏维埃政权之初立法职权分散、法出多门的不正常现象.这一时期,苏联还进一步完善了民主选举制度,为活跃苏维埃进行了积极的尝试和努力.斯大林时期是苏维埃体制的框架基本定型的时期,后来的所谓改革实质上不过是一种修补和完善,总体上并未超出这个框架(戈尔巴乔夫后期除外).

Contributions of Stalin to the Soviet System of USSR

The Stalin era is an important step in the history of Soviet development.During this time,the Soviet Union had a new constitution,centralized the legislative power,established the supreme Soviet system to get rid of the abnormal phenomenon of con-fusion of laws,and improved the Soviet democratic election system to invigorate the Soviet system.It was also the time to fix the frame of the Soviet system,and all the reform afterwards did not break through this frame until late Gorbachev time.
