内蒙古草原生态重建及实践格局展望

内蒙古草原生态重建是重大的战略问题，是实施国家可持续发展战略、实现人与自然的和谐、搞好生态建设的重要环节。经过近几年草原生态环境建设，内蒙古防止草原沙化、退化的局面有了很大的改善，取得了很大的成绩，但同时也存在着不少困难与问题。全面开展草原生态建设工程，必须遵循自然规律，在保护好现有草原生态环境的前提下，对传统游牧文化必须加以保护，这是草原生态建设的无形制度基础;重建内蒙古草原生态必须把生态效益、经济效益、社会效益有效地结合起来。
