贫困地区教育发展规模与经济增长水平关系的实证分析——对湘鄂渝黔边民族地区的个案分析

在遵循人力资本理论框架的基础上，以湘鄂渝黔边民族地区为实证研究对象，对该区各教育层次发展规模与经济增长水平的关系进行定量分析后得出：贫困地区在经济发展资源有限的条件下不应盲目追求规模。在教育发展规划上，应重点发展职业技术教育；继续大力推行九年制义务教育；适时推行十二年制义务教育；地方性高等教育应着力培养地方急需人才；成人教育在形式和内容上必须有所突破。

An Empirical Analysis of the Relations between Educational Development Scale and Economic Growth Level in Poverty-stricken Areas ——An Empirical Analysis of Ethnic Border Areas of Hunan, Hubei, Chongqing and Guizhou

Based on human resources theory and with ethnic border areas of Hunan, Hubei, Chongqing and Guizhou as empirical study subjects, a study has been made on the relations between educational development scale and economic growth level in those areas. The results of a quantitative analysis show that in poverty-stricken areas with limited economic development resources, development scale should not be pursued blindly. In educational development planning, priority should be given to development of vocational and technical education, major efforts should be devoted to developing nineyear compulsory education with timely development of twelve-year compulsory education, local higher education should train talents urgently needed by local people, and in adult education, breakthrough should be made both in form and contents.
