构建和谐社会是全面建设小康社会的重要内容．也是新时期落实科学发展观．促进我国经济社会协调发展，全面进步的重要举措，更是十七大报告中提出“加快行政管理体制改革，建设服务型政府”的新要求。从探讨公共服务型政府所应具有的公共理念出发．提出公共性的实现要求政府处理好“公平”与“效率”的关系，努力实现公共服务型政府，以期对和谐社会的构建有所裨益。

The Value Claim of Public Service within Concepts of a Harmonious Society

Constructing the harmonious society is an important content to build a comprehensive well-off society,is also an important measure to carry out the scientific development outlook,to promote coordinated development and all-round progress of the Chinese economy and society in the new era.What's more,it's a new requirement proposed in the 17 th National People's Congress of China "speeding up the reform of administrative systems,establishing a service-functioned government".In this article,the author discusses the public concepts which the service-functioned government should have,proposes the public nature of the achievement by asking the Government to deal with the relations of "fair" and "efficiency",and strives to achieve the public service-functioned government in order to benefit the harmonious society's construction.
