| 摘 要： | 香港申诉专员制度与福建效能投诉制度都是具有地方特色的政府绩效申诉制度。在简要描述两者发展的基础上,主要从工作依据、机构组成、机构职责、机构职权、工作程序、投诉结果等六个方面对香港申诉专员制度与福建效能投诉制度进行比较,指出香港申诉专员制度给福建效能投诉制度改革的几点启示。
