| 摘 要： | 清末新政是在戊戌变法的基础上进行的一次更全面、更深入的变革,它对推动中国近现代化进程起着积极的作用.因为它是由清政府的实际统治者发起和推动的,它具有政治上的"权威性"和"合法性",更能得到社会基层的响应,因此能产生更广泛的效应,更积极的作用.

| Abstract: | The New Politics in last years of Qing dynasty was a transform more overall and deeply than Constitutional Reform and Modernization. It made positive contribution to carrying forward Chinese modernization .Because it was led by the Qing government, and had authority and legitimate on the politics. Therefore it was iesponded ty, the people at the bottom of society. |
