西部人力资源的认识误区及开发对策

西部开发，从根本上来说就是对人自身的开发，就是要采取切实可行的措施，塑造出一个思想解放、人格健全、富于开拓、善于创新、能肩负起西部开发历史重任的劳动群体，培养和造就出一支能在西部大开发中建功立业的高素质的人才队伍。如果没有充分开发人力资源，资金、政策很难产生应有的效果，不但不能巩固和铸造整个社会的明，还会因为开发失当造成资源浪费、环境污染、化破坏等不良后果。从终极目标来说，开发西部正是为了实现人的解放和发展，通过解放生产力最终实现人的解放，通过发展生产力最终实现人的全面发展。

Misunderstandings in the Knowledge of and Measures for the Development of Human Resources in West China

West China development is,in itself, human development. In other words, practical measures must be taken to mold a workforce that is idealistic, honest, pioneering, trail blazing and capable of shouldering the historic task of developing West China. A new workforce must be built with qualified individuals who are able to make great contributions to West China development. Without a strong workforce, funds and policies could hardly bring about desired returns. This would not benefit the whole social civilization, and would give rise to the waste of resources, environmental pollution, damage to cultural relics and traditions and other unfavorable consequences as a result of maldevelopment. The ultimate goal for West China development is to achieve human liberties. The paper will show that, through the liberation of productive force, West China development as well as human development will proceed at a remarkable pace.
