| Abstract: | The basic requirement for institutions of higher learning to materialize the scientific outlook on development is to pursue development of connotation.The requirements are: quantity is subordinate to quality;hardware is for serving software needs;material states must embody their function and the focus of development should shift from extension to connotation and from hard form to soft power. |
