| 摘 要： | 晚期时期,中央与地方财政关系的冲突逐步深入,地方财权从太平天国时期不断的扩大,而清廷也不甘丧失财权统一,与地方进行了争权斗争。最终,形成了中央与地方税费上的划分。

| Abstract: | During Late-Qing Dynasty,the conflict of financial relationship between central and local goverments came into depth step by step.After Tai-ping-Tian-Guo Movement the local finacial right expended incessantly. Qing government unwillingly lost the united finacial right and fighted with the local government.Consequently,the segmentation of the revenue between central and local goverments was formed.This article analyses the change of central and local financial rights during the different period. |
