少数民族地区教育经费投入不足问题及对策研究

少数民族教育经费目前还存在投入总量低、教育经费来源渠道狭窄、生均教育事业费低于其他地区平均水平等问题和困难，使民族地区普及义务教育和其他教育的发展都面临着种种困扰。教育经费不足问题的主要原因是经济水平落后、教育经费管理体制不合理和教育财政政策执行不力、教育经费来源单一等。要解决少数民族地区教育经费不足的问题，关键在于必须建立和积极的民族教育经费筹措分配机制。

A Study of the Problem of Being Short of Funds Put into Education in Minority Nationality Regions and Its Countermoves

The problem with education in minority nationality regions is at present still being short of funds put into it,a problem consisting of the fact that the total amount of funds put into these regions for education is small,the channel for funds sources is not available,and the average expenses per capita paid for educating studenis are lower than other regions,all of which prevent these regions from popularising compulsory education and moreover,from developing education in general.The basic reasons for this situation are backward economy,unreasonable management of funds for education,and ineffcient financial policy for edacation as well as limited sources of funds.To deal with the problem,we have to work hard toward establishing an effective system of raising and distributing funds for education.
