| 摘 要： | 在传统体制下，中国工农业之间一直未能建立起一种均衡增长和良性循环的关系，一直是以农补工的工农关系，随着我国工业化水平的提高和社会生产力的发展以及农业、农村内外部环境的变化，重新定位工农业关系，建立健全农业支持保护制度，实现向反哺农业、回报农民、扶持农村的转变，已成为我党执政兴国中急需解决的重要课题。

| Abstract: | Under the traditional system we haven' t built a positive cycling between agriculture and industry . Agriculture has always subsidized industry . As our industry increases , social productive forle develops and rural internal circumstance changes, we must reorientate the relation between agriculture and iudustry , build agriculture supporting and protecting system to realize the change of repaying farmers and supporting countryside . |
