长三角北部经济类型区发展模式的反思

地方政府在工业化、产业转移理论和区域宏观政策等方面的认识误区导致江苏北部欠发达地区赶超发展中出现重工轻农、根植性不强、重复投资、化工污染等不利于地区可持续发展的现象。根治上述乱象需要省级区域发展战略和宏观政策阐明地区分工，并利用土地利用规划和生态环境保护规划等手段规范市域经济的自发状态，督促地级市从地区比较优势出发选择主导产业，实施差别产业化道路，形成特色经济区域，避免重工轻农的产业发展模式和先污染后治理的传统工业化道路。

The Development Model of Economic-type-region in the North of the Yangtze River Delta

The academic and the governmental wrong ideas about the industrialization, along with the gradient transfer of industry and regional policy in the north of Jiangsu province, bring inefficient investment, weak embedment, chemical pollution, and attaching importance to the industry in the north of the Yangtze River Delta. These phenomena reveal that there is no sustainable development planning for the regional development. Government at provincial level should make a regional plan to show an industrial guidance, and regulate the arbitrary city economy with an industrial land quota and environmental protect plan. Municipal government should choose a characteristic industrialization model suitable to its strengths, attach importance to the industry and the agriculture equally, and abandon the past industrial path.
