试论乡村农民医疗保障的症结与出路

与城镇职工基本医疗保障相比，目前中国乡村农民的医疗保障相对萎缩和弱化。本文认为，其症结既有农民自身的不力，也有政府管理权能的欠缺和市场运作的失灵。解决症结的出路，在于走多元化、混合型医疗保障之路。

On the Symptoms and Outlets of Medical Security for Rural Peasants

Comparing with the basic medical security for urban workers, the present medical security for rural peasants is relatively declined and weakened. This article holds that the symptoms lie in the passivity of the peasants themselves, lackness of administrative functions and inefficiency of the market. The way out of these symptoms is to establish a multi aspect amd compound medical security.
