| 摘 要： | 科技的进步和社会的发展使环境污染出现了新的形式:光污染.光污染的危害日益严重,光污染案件源源不断,但是现有的法律规范不能提供理想的救济手段和救济结果.因此,必须将光污染防治纳入环境保护法的范畴,制定防治光污染的单行法即<环境光污染防治法>和有关的光环境质量标准和排放标准,完善光污染立法,全面防治先污染.

| Abstract: | A kind of new environmental improvement and social development.The harm pollution called light pollution emerges because of scientific of light pollution is more and more serious, and there are so many cases about light pollution.But the present laws cannot bring about ideal effects.Therefore,we must constitute special laws and environmental standards about light pollution. |
