| 摘 要： | 尧舜时代是一个社会转折的重要时代,由于史前大洪水,处于黄河下游及长江中下游流域的氏族部落都集中到黄河中游的豫西、晋南及陕东一带。由于公共事务的繁多,各种官员的设立便越来越多。到禹的时代,兵器的使用与战争的出现也增多了,刑法及管理刑法的官员便出现了;这样派往各方诸侯视察监督的使官也出现了,特别是随着生产力的不断发展,赋税制度也逐步建立起来了,于是早期国家的政治组织形态便形成了。同时也出现了由新石器晚期各区域文化“满天星斗”的格局向黄河中游文明中心转变的特点。
