利比亚战争中的“人道主义干预”质疑--源自规范性理论的分析

2011年3月,美英法等国为首的北约以保护平民、制止人道灾难作为发动战争的主要理由发动了利比亚战争。因此,利比亚战争涉及＂人道主义干预＂这项课题。从西方正义战争道德理论视野去考量利比亚战争,利比亚战争称不上是＂人道主义干预＂,其在＂正义战争目的＂这一层面上存在道德短缺。即使按西方人道主义干预原则,唯有当极其严重的人道灾难发生时,人道主义干预才能成为正义的战争目的,但这并不适用于战争前夕的利比亚。

Query on the Humanitarian Intervention in the Libyan War An Analysis Based on Normative-Theory

In March 2011, NATO countries, headed by the US, the UK and France, launched military attacks against Libya in the name of protecting civilians and stopping humanitarian disasters; therefore, the war was closely related to the concept of humanitarian intervention. From the perspective of the Western just war theory, the war is not in the line of humanitarian intervention, and the moral flaws exist in the war in terms of justice. These countries failed to obey the rules of humanitarian intervention which follow the principle that the war is just only in the case of sever humanitarian disasters, which is obviously not appropriate for Libya before the military strikes.
