我国排污权交易理论与实践

本文分析了排污权交易的实质,用经济学方法研究了排污权交易的产生机理、市场均衡特点,阐述了我国建立排污权交易制度的主要构成因素。认为,排污权交易制度的实施必须考虑到我国当前经济转型期的特点,目前我国实施排污权交易制度条件还不完善,提出了我国现阶段应当采取排污权交易与排污收费相结合的环境政策。

Tradable Emission Permit Theory and Practice in China

In this paper, the authors analyze the nature of tradable emission permit, and study on the forming mechanism of emission permit and market equilibrium characteristics in economic approach. Based on transition economy of our country, the authors lay out the composing factors of the emission permit mechanism. In the end, the authors consider that it is still premature in the conditions that China enforces tradable emission permit at present. They also put forward that China should adopt the environmental policy of tradable emission permit combining with pollution charge.
