谁来监督国资委

2003年以来,我国国有资产管理实行由国资委代表国务院履行出资人职责的集权控制管理模式,消除了以往分权控制管理模式造成的体制性弊端。然而,权力的过度集中必须要有相应的监督机构来加以约束和制衡,否则必然会导致权力的滥用与失控。在人大常委会下设“国有资产监督委员会”,通过健全法律法规、预算审核、审计监督、派出监事等,建立行之有效的国有资产监管体系,才能充分提高国有资产的运营效率,防范国有资产的流失。
