| 摘 要： | “政策”是内蒙古荒漠化的深层原因。北洋军阀和国民党均在内蒙古执行了大规模的土地放垦政策和移民政策,加速了内蒙古荒漠化的进程。中华人民共和国成立以后,主要是20世纪80年代以前,在鼓励人们积极治理荒溪化的同时,又有不少政策客观上促进了内蒙古的荒漠化。

| Abstract: | Policy" is the root cause of the desertification of In ner Mongolia. The Northern warlords and Kuomintang both carried out the policy o f reclaiming wasteland and migration in a big way in Inner Mongolia, which furth er accelerated the pace of the desertification. After the founding of the People 's Republic of China, mainly before 1980s, people were encouraged to bring deser t under control, but at the same time certain policies unwittingly promoted the desertification. |
