区域一体化协调机制比较研究

近年来,区域一体化正成为区域经济发展的热点.不同城市之间的利益冲突和竞争,成为一体化发展的阻碍力量.本文通过对比分析区域一体化的四种典型协调机制,即大都会区区域理事会、地方政府首脑座谈会、上级政府派出机构和联合党委,指出具有权威性和执行力的协调机制,是区域一体化发展的重要保障.权威的不同来源决定了强度和可持续性.最后,本文提出了基于保证地方政府合作协议效力的法律体系构建,进而借鉴区域理事会模式经验,促进多主体参与,推动区域一体化发展的政策建议.
