摘    要:基层电大的师资队伍建设,近几年理论探讨的文章很多,具体的实践也广泛受到了人们的足够重视。但从开放教育的实践与基层电大的实际来看,似乎大都未能明确注意到各级电大教师所承担的具体任务与职责的不同,因此,特别是在基层电大的师资队伍建设中,还存在一定的误区。特别是中央电大“人才培养模式改革和开放教育试点”总结性评估后,电大师资队伍建设中诸如片面注重课程辅导、各级电大重复建设、评价制度、理论与实践脱节等问题更为明朗化。这就需要对当前的基层电大师资队伍建设现状进行再反思,并在构建基层电大“三个模式”特别是教学管理模式的基础上重新对基层电大的师资队伍建设进行具体的新思考。

Abstract:Nowadays , many papers on the personnel training t at local RTUs (Radio & TV University) can be read, and the specific practice has also attracted enough attention. From the practice of open education and the facts of local RTUs , the papers have failed to point the specific tasks and responsibilities of teachers at different levels . After the assessment of "Training mode reform and open education" by central TVU .These problems become clear, which requires our new thinking on the personnel training, especially based on teaching management model of "Three model" in local RTUs.
