| 摘 要： | 建设社会主义新农村对农民素质提出了新的要求。为此，必须把农民培训放在农业和农村经济工作的重要位置，加大实施力度，从建立行之有效的培训管理体系入手，加强对农村剩余劳动力及农村从业人员的实用职业技术培训，全面提高农民文化素质、技能知识和市场营销知识，为建设社会主义新农村提供强有力的人才支撑。
