| 摘 要： | 我国农村人口众多，农村新生劳动力的基本素质技能低下，已严重影响了现代社会的发展。本文强调有效提高农村新生劳动力的基本技能，科学开发农村新生劳动力资源，是解决农村劳动力问题的重中之重，其有效的方法是大力发展职业教育。文中指出：企业培训应与劳动力资源地扶贫工程相结合，建立订单式招工模式；农村义务教育应与初等职业教育同步。

| Abstract: | Immense population and substandard quality of new rural labor force have crippled current social development of China. The authors put the focus on how to effectively improve basic professional skills of new rural laborers as well as on how to take advantage of new resource of rural labor. Solutions to the problem of rural unemployment lie exactly in these two issues. The authors point out that skill training in enterprises should be connected with poverty - relieving projects in poor areas. An order - oriented placement mode and concerted development of compulsory education and primary vocational education have been put forward as conclusion. |
