重金属污染政府风险管理研究

我国现有重金属污染存在现实和风险管理上之困境,去除现实困境应以政府风险管理完善为基础。重金属污染政府风险管理制度的完善应以风险预警、公众参与管理理念的建立为基础,并构建与此相适应的核心制度,实现环境优先、健康保障价值。具体而言,首先应该将建立于现实主义风险属性基础之上的风险理念,转变为注重民主参与、重金属污染特性的建构主义风险管理理念,充分保证风险规制过程的合法性。以此种理念和风险管理模式转变为基础,最终建立起以主导机构、标准化、分析与评估技术、配套制度为核心要素的政府风险管理制度,实现重金属污染中政府风险管理的完善。

The predicament of our country＇s current heavy metals pollution lies in the reality and the risk management. To remove the realistic predicament shouht base on perfecting the government risk management, like the risk early warning, the public participation, the cnnstruetionof the core system which adapts with this, and the realization of the value of environmental priority and health security. Speeifically, first of all, it is necessary to establish the concept of risk theory transformed from the basis of realistic risk attributes into focusing on the puhlie participation and the eonstructivism theory of risk management with the eharaeteristies of heavy mental pollution to guarantee the validity of risk regulation process. Based on this kind of idea and the transformation of risk management mode, the government risk management regulation, with the core elements of the dominant institution, standardization, analysis and evaluation technology, and supporting system, will be. built up eventually to realize the improvement of the govermnent risk management of heavy metal pollution.
