| 摘 要： | 该认为城乡区域统筹供水是解决水资源供需矛盾的有效方法，是推进全面建设小康社会的重要方面。城乡区域统筹供水必须发挥政府的公共服务职能，建立政府主导型的市场推动模式，形成政府调控市场，市场调控供求的新机制。

| Abstract: | Planning the water supply in urban and rural areas as a whole is an effective method to solve the contradiction of water supply and demand. It is also an important aspect to construct the well-off society. Meanwhile, the government should exert its function of public service to build the market-oriented model and form a new mechanism accommodated by both the government and the market. |
