| Abstract: | The paper states the Chinese railway reform background of "Separation of Rail Infrastructure from Operation"(SRIO). Based on system innovation, transaction costs and organization reengineering theory, the economic principles and significances of SRIO are analyzed. The paper, furthermore, puts forward policy suggestions for the course of separating rail infrastructure from operation. |
