试论高校法治文化及其建设进路——关于《全面推进依法治校实施纲要》的几点思考

加强高校法治文化建设是推进依法治校的根本保障,更是建设现代大学制度的基础。当前高校应当深入理解高校法治文化建设的内涵,加强高校章程建设,完善内部规章制度,加强法治宣传,提高高校管理者和师生的法律素养,在高校中形成平等、自由、民主的法治文化氛围。

On the University Legal Culture and its Construction Approach---Reflections on the Program of Comprehensively Promoting Managing School by Law

Strengthening the construction of legal culture is the fundamental guarantee of running school by law and the basis for the construction of the modern university system as well .Colleges and universities should deeply understand the connotation of con-struction of the university legal culture .The paper suggested that it is necessary to strengthen the construction of regulations , im-prove the internal rules and regulations and the publicity of rule of law .It should improve the legal literacy of administrators , teach-ers and students .And it emphasizes the construction of the ideas of equality , freedom, democratic rule of law culture in colleges and universities .
