| 摘 要： | 《民办教育促进法》是民办教育法制建设的一个里程碑,对保障民办教育快速、健康发展本应发挥巨大的作用,但是,由于思想观念滞后,行政管理方面存在缺陷,该法自身存在漏洞、不足和矛盾,以及民办教育界在某些时候的刻意规避等,使得其实施两年来并未取得理想效果,其立法目的还远未实现。
