制度规约下的我国教育政策执行

摘    要:制度界定存在着内涵与外延的分歧。内涵分歧主要体现为组织性与规范性是否合一,外延分歧主要体现为正式制度与非正式制度是否合一。不同的理解会产生不同的制度分析范式和分析路径。而制度作为分析方法和行为框架对教育政策分析都会产生影响,教育政策执行是教育政策过程分析的重要构成,制度规约下的教育政策执行深受正式制度确立的合法性和非正式制度确立的合理性的双重制约。合法性和合理性的统一从来就是教育政策执行过程最基本的要求和重要的质量判别标准。

Abstract:As to the definition of system,there exist the differences of connotation and denotation. Difference of connotation refers to the harmony between organization and standardization,while difference of denotation means the harmony between formal system and informal system. Different understandings will result in different norms and approaches in analyzing system. System,as a way of analysis and a framework of behavior,will exert influence on the analysis of educational policies. Implementation of educational policies,an important part in analyzing educational policy process,is regulated both by the legality of formal system and the rationality of informal system. The unity between legality and rationality has always been the fundamental requirement and the important criterion of judging quality in the implementation of educational policies.
