新高考背景下高校招生综合素质评价的问题与对策

高校招生录取引入综合素质评价是高校招生制度深化改革的重要举措,尚处于初步探索时期,成效显著,但也存在综合素质评价内容不明晰,定位不明确,科学性与公平性难保障,行为主体功能职责不清楚,合作机制不完善等问题。通过明晰综合素质评价内容,制定科学的综合素质评价体系,明确高中与高校主体职责,构建高中与高校协作机制,加强招生队伍专业化建设,提升高校综合素质评价能力,关注学生个体成长背景,提升综合素质评价公平,加强核心主体自律性建设,构建与完善监督约束机制等措施,有效推进高校招生综合素质评价的有效实施。

Problems and Counter-measures in Comprehensive Quality Evaluation in the Context of New College Entrance Examination

Introducing comprehensive quality evaluation into college admissions is an important step fordeepening reform of college admissions system.Though still atbeginning stage,ithas achieved remarkable results.However,there are also some problems,such implicitly defined contents of comprehensive quality evaluation,unclear positioning,and difficulties in being scientific and fair,unclearresponsibility division of different behavioral subjects as well as imperfect cooperation mechanism.Thus,we need to clarify the content of comprehensive quality evaluation,formulate a scientific system of comprehensive quality evaluation,divide the responsibilities of high schools and colleges,establishcooperation mechanisms for high schools and universities,strengthen the building of our enrollment talents,and improve abilityof colleges and universities in evaluating comprehensive quality of students.Besides,we need to payattention to the individual’ background,make evaluations fairer,promote self-discipline of each main body,and build and improve mechanisms of supervision and constraints and so on.All above measures will effectivelypromote theimplementation of a comprehensive quality evaluation.
