关于“严管林”的调查与思考

为了满足最低生活水平的需要,我们一度用牺牲生态安全的办法来发展经济,造成了短期内难以弥补的长远损失。随着改革开放的深入,党和国家对生态建设空前重视,全国上下对“严管林”已无争议。现在的问题是出现了另一种倾向——为了保护生态而侵害林业生产经营者的合法权益。

But at the same time another tendency has appeared-harm is being done to the legitimate rights and interests of forest workers and farmers in forest regions.
