| 摘 要： | 知识经济时代,仅靠二元合作已不能满足小企业发展的技术和资金需求。三重螺旋模型提供了一个动态和复杂的“三方互动自反”创新模型。在此框架下,美国的小企业创新政策从SB IR计划走向STTR计划,以适应新的技术经济范式。我国中小企业技术创新也亟需发展更加务实的“产官研”合作模式。

| Abstract: | In the knowledge-based economy,double helix of mutual cooperation could no more meet the demand on technology and capital for small and medium enterprises.The triple helix model constructs a dynamic and complex triple reflexive sub-dynamic model for the innovation.Under this framework, the U.S.small business innovation policies evolved from SBIR program to STTR program,trying to adapt the new tech-economic paradigm.The technological innovation in Chinese small and medium enterprises is also calling for a more practical model of "academy-industry-government cooperation". |
