| 摘 要： | 借鉴环境保护的立法经验,避免出现公交行业的哈定悲剧,提出完善我国优先发展公交的法制建设建议,通过经济杠杆平衡道路资源的供需关系,构建合理公交优先发展的法律制度。

| Abstract: | In view of the experience of the legislation of environmental protection,this paper puts forward legislative suggestions for giving priority to the development of public traffic to avoid the tragedy of the Commons in the traffic industry.Economic levers shall be used to balance the relationship of supply and demand of traffic resources in constructing rational legal system. |
