推动城乡发展一体化

要解决“三农”问题，就必须推进城乡发展一体化；而要推进城乡发展一体化，就必须加大城市反哺农村的力度，并强化城市辐射功能，强化政府服务职能，强化财政刚性投入。同时还要加快城乡一体化的互动力度，并通过构建城乡布局链接、城乡产业链接、城乡人口互动、城乡生态互动等机制，实现合理安排，科学发展，以让农村真正走上与城镇一体化发展的轨道。
