| 摘 要： | 我国在加入WTO的一年中，针对中国加入世贸组织协定书发起的特别保障措施案已成为贸易摩擦的新问题。本文介绍了我国在WTO框架下建立的特殊保障措施及其特殊性，进而对针对中国发起的特保措施案提出一些应对措施和建议。
