和谐社会下农村公共物品供给的均等化建设探讨

改革开放以来，中国经济社会各方面取得了很大成就，也存在着城乡、地区间发展不平衡等诸多不协调因素，其突出表现就是国家对城市公共物品的供给优于农村，同时由于各地区的差异及发展不平衡等因素，东中西部农村的公共物品供给也存在差异。加大农村公共物品供给，实现城乡、地区供给的均等化，是构建社会主义和谐社会的应有之义和本质要求。为此，在构建和谐社会的进程中，要明确政府责任，改革农村公共物品供给的决策机制并加大对农村公共物品供给的法律保障力度，同时调动各种社会力量，满足农村公共物品多样化需求，加快农村公共物品供给均等化建设。

Deletion and Supply of Countryside Public Products in Harmonious Society

China has made great achievements since the Reform and Opening - up, but there still exists some inharmonious factors of unbalanced development between rural and urban areas, esp. the public products supplied by the government in cities are better and more than those in countryside. To realize the equality of public products among different areas is a duty and basic requirement to build socialism harmonious society. Therefore, we need to clarify government＇ s responsibility, reform decision mechanism of supplying countryside public products and strengthen the laws guarantee.
