| 摘 要： | 章特别分析了我国必须借鉴国外数字化信息资源建设的经验，分析了互联网信息资源从整体无意识、无计划发展到整体有计划、有序化的必然性和必要性，指出我国建立新型献信息管理模式必须坚持国家提出的24字方针，走一条市场推动和国家统一规划相结合的道路。
