粤港澳大湾区高等教育融合发展:理念、现实与制度同构

粤港澳大湾区已上升为国家战略,高等教育融合发展是提高湾区软实力的重要途径。粤港澳三地高等教育具有互补性与区位性,高等教育合作积累了许多成功经验。但三地高等教育空间异质性明显,高等教育融合发展存在一些障碍。要推动湾区高等教育融合发展,就必须加强顶层设计、国民教育、战略规划等强制性制度同构;实施教育联盟、大学集群等模仿性制度同构;建立合作平台、拓展合作模式、健全制度保障等规范性制度同构。

Higher Education Integration Development in Guangdong-Hong Kong-Macao Great Bay Area: Concept,Reality and Institutional Isomorphism

Construction of Guangdong-Hong Kong-Macao Great Bay Area has become the national strategy, whose higher education integration development will provide strong intellectual support. Higher education in the Great Bay are complementary,and their cooperation has accumulated many successful experience. However, there is huge spatial heterogeneity of education and there are some obstacles in education cooperation. In order to propel the higher education integration, it must strengthen coercive isomorphism, including the top-level institutional design, national education and strategic planning;carry out mimetic isomorphism, such as implementing the strategy of alliance and higher education cluster;and highlight the normative isomorphism, such as establishing the cooperation platform, expanding the content and pattern and improving the security mechanism.
