| 摘 要： | 中央关于西部大开发的重大决策，为我省经济发展提供了历史性机遇。面对机遇与挑战，我们应首先在思想上统一认识，在认清省情的基础上，以主体的意识参与西部大开发，研究和制定我省的发展战略。在战略重点上，优化产业结构，处理好长期与短期目标的关系，建立规范的市场运作体系，增强创新意识，实现我省经济跨越式发展的目标。
