| Abstract: | Book purchasing for the library is a project, so proper management of the project lays a foundation for a win-win bidding of the purchases. In this essay, the author raises five standard requirements in inviting public bidding and submission of tender, and puts forward corresponding remedies toward some neglected contents in the work. |
