民初教育部对近代社会教育的推进及启示

摘    要:民初各项教育事业的推进,尤以社会教育最为艰难。处在中央政府和民间力量夹缝中的民初教育部,在推进社会教育行政体制形成的基础上,逐步建立社会教育制度体系并采取系列举措加以落实,奠定了近代社会教育的根基。这些作为提高了近代国人对社会教育的认知,促进了各项近代社会教育设施的发展,创造了许多社会教育新模式,为民初教育增添了亮色。受制于各种不利因素,社会教育的实际成效与教育部施政目标相距甚远,其间的经验教训当为目前的终身教育体系建设所借鉴和参考。

Abstract:In the early Republic of China, the promotion of all education is difficult, especially social education. Between the central government and non-governmental forces, the Ministry of Education, based on the establishment of administrative system of social education, gradually establishing a social education system and taking a series of initiatives to be implemented, lays the foundations of modern social education. These activities, improving the cognition of social education, promoting the development of the modern social education facilities and creating many new social education mode, adds bright for the early Republic of China’s education. Subject to various unfavorable factors, the actual effectiveness is far away from the policy objectives, and these experiences and lessons should provide reference and reference for the construction of contemporary lifelong education system
