| 摘 要： | 财政均衡是县域义务教育均衡发展的核心内容。基于义务教育财政均衡测度体系,对西部某省H县进行测度,得知其义务教育财政均衡状态和均衡制约因素等。推进县域义务教育财政均衡的政策主要有：建立义务教育财政支出优先性鉴别制度;使用加权学生数均衡配置生均公用经费;完善教师工资分配制度及教师交换补偿奖励机制;实施义务教育学校标准化建设工程等。

| Abstract: | Financial equilibrium is the key basis of balanced development of compulsory education.Based on the data of H County in western province and measure system of compulsory education financial equilibrium,the financial equilibrium degree of county compulsory education and equilibrium constraints can be obtained.The policy of promoting compulsory education financial equilibrium consists of the establishment of compulsory education expenditure priority identification system,public funding allocation of using the weighted student number,improvement of the distribution system of wages to teachers and exchange compensation incentives,and the implementation of standardized construction of compulsory education schools. |
