民生视角中的人本实践偏差及矫正思路

从民生视角看,以人为本实践中的偏差可以归结为以下方面:工作思路和方法中的偏差,降解了以人为本的作用;政府在解决民生问题中的某些职能缺位,消解了以人为本的效能;社会发展中存在的失衡,降低了以人为本的实际功能;一些地方党群关系恶化,损害了以人为本实践的环境;人权保障的缺失,影响以人为本的实际发挥。纠正上述偏差,要坚定不移地推进科学发展,落实以人为本;坚定不移地坚持群众路线,推进当前改革;坚定不移地思想解放,改变发展观念;坚定不移地推进小康社会建设,构建社会主义和谐社会。

Deviation from Humanist Practice and Remedy in the Perspective of People's Livelihood

From the perspective of people's livelihood,the deviation from the practice of putting people first can be concluded in the following aspects: the deviation in working idea and methods which weakened the role of human orientation;the inadequacy of government's function in solving the problems concerning people's livelihood which deconstructed the efficiency of the human orientation;the existent imbalance in social development which lowered the actual function of human orientation;the worsening relationship between the party members and the mass which damaged the practicing environment of human orientation;the lack of human right protection which influenced the exertion of human orientation.To remedy the deviations,we should firmly carry on the development of science,stick to the party's mass line to promote the reform,emancipate our thought,and change the concept of development,and firmly promote the construction of a well-off society and construct a harmonious socialist society.
