| Abstract: | The ＂First Exercise and First Try＂ is a new word which appears in some places where governments do vari- ous institutional innovation. In the perspective of law, we research it, which is a ＂First Exercise and First Try＂ legal- ization mode in the context of comprehensive and supporting reform. Reviewing the achievements of China ＇s reform and opening up, we do depth analysis to ＂First Exercise and First Try＂ policy＇s rule of law, because it is the primary task. |
