| 摘 要： | 教育政策的发展演进本身就是教育秩序不断扩展的过程。任何教育秩序的形成都不是单纯依赖某一个主体或者某一种方式来实现的,对于合法性、正义性和合规律性的追求构成了分析教育秩序的基本评价维度。我国改革开放三十年的教育政策演进经历了基于效率基础上的合法性秩序、基于公平基础上的正义性秩序和基于质量基础上的合规律性秩序三个阶段。未来教育政策的发展正是建基于效率、公平、质量的协调发展之上的教育秩序形成。
