蒙古语言的变异与规划问题

变异指的是某个语言项目,在实际使用的话语中的状况。语言的变异无时不有,无处不在。语言规划是基于交际问题,在政府授权下进行的长期不断的、为改变语言在社会中的功用,对语言文字进行的各种工作和活动的统称。语言规划分地位规划和本体规划。变异和规划是矛盾的统一,没有变异就没有规划．没有规划也就看不出变异。我们究语言的变异,正是为了规划的需要。

ON VARIABILITY AND PLANNING OF MONGOLIAN

The variability refers to the practical verbal situations in which a certain linguistic item is being used. There is the linguistic variability everywhere. The linguistic planning is a general term which contains all kinds of work and activities involved in spoken and written language, based on communications and authorised by the government for the purpose of changing the linguistic functiin in society over a long period of time. The linguistic planning is classified into position planning and noumenon planning. The variability and the planning are the contradictory entity: there is no variability without planning, whereas variability can not be seen without planning. It is for the purpose of the need of planning that we carry out the study of linguistic variability.
