| 摘 要： | 二战后,发达资本主义国家进入一个快速发展时期,政治、经济、社会等诸多方面出现了一系列新的现象和变革.在政治方面,政权结构发生了巨大变化,主要表现有三一是政权结构的法律化得到加强;二是国家行政权力加强,如委托立法数量急剧增加,政府对传统立法权进行渗透,行政首脑权力增加,行政机构及费用增加,议会对政府监督能力下降;三是新型监督、协调及咨询机构宪法法院出现.
